I'd say since SEGA have trademarked this name there is a pretty good chance that this is real 
STORM! Discovers a lot of stuff though, I wouldn't be surprised if this was posted/leaked on 2ch or something... but then again often stuff that gets posted or leaked on 2ch ends up being true 
That said there was a rumour about After Burner Climax being ported to XBLA amongst other SEGA arcade games... and Sumo staff have stated their interest on working on the Daytona series ~
I sure hope we see a home port of this, whatever it is!
~ Curious though, what is "Ring Wide"? Relation to Ring Edge arcade technology?
And slightly/very off topic: Sega All Stars Racing has been getting pretty good previews, even EDGE have admired it for being an innovative take on the dream match karting genre. But I doubt we'll be seeing any presence from Hornet in that game >_<

It's never been confirmed that SEGA are actually going to port Afterburner Climax, like I said it's just one of these rumors that's been floating about as something that was "On the cards" but we can't take all of those at face value - as for a while there was also a new Panzer Dragoon idea being kicked around by ex-staff from the Yakuza team...
But I don't think that will be happening either although I'd hope that one day it will

For those interested 1up.com have previewed Sega Racing classic, and have video's of the game running on their site.
The game is just the original arcade code with a lick of HD paint, running on a widescreen. The original tacks are there, and most of the music is intact. The sad bit is that you no longer hear 'Daaaaaaytooooonaaaa', as they don't have the license.
The video displays a fair amount of pop up (nothing like as bad as the Saturn version), which was in the original arcade game, but isn't really acceptable in 2009. If the controls are right though then it will sill be a great game. Fingers crossed for a PSN or XBLA conversion.

Hopefully there will be a vastly improved console version that better pushes its host platform's technology with the option to play custom soundtracks - if Sega can release a Daytona music album without any legal repercussions it can surely use the original soundtrack for Racing Classic, if not the actual name? Fingers crossed any home port will also have courses from all the later Daytona games, along with Scud Race...

I think we'll be seeing a lot of new Sega arcade games that look a bit model 2. In Sega's annual report there is talk of a new plan for the arcades involving the Ringwide hardware. operators will be given standardized cabs for a reduced price, then Sega will keep changing the games in those cabs to keep interest. The operator will then split the revenues with Sega.
It seems likely to me that in order to supply new games regularly we will see a lot of low budget, low R&D games.
Daytona still plays well though and at least Sega are having a stab at saving the arcade sector.

I don't hear the 'Daytonaaaa!' at all and all Japanese I've spoke to have said that the 'Daytonaaaa!' has been removed.
