I've been wanting to find a speed modifier for Magic Knight Rayearth. However, I have no idea how I'd find the movement speed memory address. How would I go about doing it? Do I need to use emulators and memory hacking tools to accomplish it?

The information on X-Terminator does seem sketchy, and it's compounded by the fact if I were to obtain one. All the instructions would be in Japanese.

sadly that's the only one that's capable of what you are asking. X-Terminator was made not just for Saturn but for other consoles so there could be English translated user guide for other console(s) on the Net?
