Could it be possible to add mods to Sonic R (PAL)

Hi all, I'm new to this awesome community and I realised something weird, I recently ripped my Sonic R disk to my computer and it works miracles. But I could see inside the data of the game and I thought "could we mod this?"

Here's what I found for (presumably!) Resort Island

Maybe we could edit saves? Maybe we can make Green Hill Zone in Sonic R?

It will be very hard since it's a Saturn game. I don't know much about modding but I'd love an "R modding community"

Be easier on the PC port I would have thought, though very much depends how the levels are constructed.
