Sega Saturn not booting when CD drive is plugged in

Hello everyone, I just joined the forum. I recently bought a broken US Model 2 Sega Saturn off ebay for thirty bucks, I believe the system is a VA7 if I'm correct. The seller has stated that the console gets power, but there's no picture or sound and the disc drive doesn't spin, so I hopped on it since I figured replacing the caps would be all I needed to do. So as the seller stated, it doesn't boot and just leaves a black screen on my TV, but while I waited for the caps to come in the mail I decided to tinker a bit with the system. Once I opened it up I could tell this system was in "storage" for a while, since I found nests and unidentifiable insects inside. The RF shields were corroded to shit as well, so I set them aside for now so that I could tinker with the system a bit more. I found out that the CD drive had shown no activity in terms of the laser assembly, but if I rolled the gears back to cock the assembly all the way and then turned on the machine, the gear motor spun up and moved the assembly forward, neat. After a bit of toying around and cleaning the motherboard, I booted up the system without realizing the CD drive ribbon cable wasn't connected and it actually booted up, at least to the language selection (I have yet to receive this japanese controller I ordered, I seriously hope the controllers aren't region locked or else I fucked up, but for now I can't test any further). Once I noticed the ribbon cable I turned off the system to re-plug the CD drive but it doesn't bother to boot, so it seems the CD drive being connected prevents the system from booting.
My question to you all is what do I do from here? Like I stated above I have the caps, I just need to solder them tomorrow once I get more supplies from work. I would really like to get this system working since I want to play some good ol' Virtua Fighter 2 and DAAAYTONAAAAAAAAAAAAAAAAAAAA since I still have the discs. I'm really looking forward to restoring this console, so shoot some advice as to how I can get this thing working and I'll be right on it!
