My question is: With this mod, can i play NTSC games in my PAL console? No, you will either need to do a region mod also or buy an action replay cartridge. This mod only allows you to switch your Saturn to the correct speed for whatever games you are playing (PAL = 50Hz JAP & USA = 60Hz) So if i have a game that suffer from the problem of speed, i put the Saturn on 60Hz mode, and it will run on normal speed?

Essentially yes.
You will need to put the Saturn in 60Hz mode for any Japanese or US titles as they all run at 60Hz.

Essentially yes. You will need to put the Saturn in 60Hz mode for any Japanese or US titles as they all run at 60Hz. I only play one import game regularly and that's Street Fighter Collection, and I usually, of the included games, play Street Fighter Alpha 2 Gold. I never "switch" to 60hz or whatever and I see no difference in speed between my version and the arcades (well maybe some animation frames aren't there) or the super nintendo ones and, most importantly: the PAL version. And damn, I'm not stupid. I usually notice things like that. Do I really need an 50/60 hz switch for all import games?

If you want them to run in the correct speed, that they were designed to run in, then yes.

But i don't have understood a thing... For example, if i put Sega Rally that is pal and not optimized (i guess) in the 60Hz mode, it will run at the normal speed without problems?

No, because the PAL Sega Rally IS optimized to run at PAL 50Hz, running at 60Hz will simply make the game run too fast.

So, let me see if i have catched:
If a game is optimized, we don't need to put it running at 60Hz. If a PAL game is not optimized, we can put it running at 60Hz without any problem.
Am i right?

I'm a complete idiot when it comes to hardware, so I have a noob question as well: Is there any way to switch between 50 and 60 hz without modding? Like a little trinket that you plug in somewhere or whatever? And IF I rape my machine by slamming a 50/60-switch in there, will it switch by itself when I play NTSC or PAL-games or do I have to flick an actual switch somewhere or something?

To answer the first part of your question, no there isn't.
To answer the second, yes, no matter which 50/60Hz mod you do you will need to either flick a switch or press a button manually.
