It may not be the VDP2 being toast, but some of the many other components. There's plenty there to go wrong. The VDP2 is the chip with the two ram chips right below it, smack in the middle of the board (315-5690), by the way.
I'd look for broken solder on the chips, or broken traces in general, maybe reflow the RAM just in case. Wiping the board with isopropyl alcohol and making sure it's dust free is also a good general idea. If you can't get it working, your cheapest option is probably to buy a new machine.
The metal shield acts mainly as a grounded EM shield, the machine should function well without it, but it is necessary for the machine to pass safety regulations and such. So may as well leave it there, it shouldn't cause any issues, and none of the chips emit so much heat as to cause major issues (the only known heat issues is with certain 220v power supplies, and it's a completely different problem).

A little off topic, but can you determine if a system is VA0 or VA0.8 by the serial number?

I could if more people submitted entries to my DB. So far I have a grand total of ONE confirmed VA0 system for a B5_xxxxxx serial, and TWO confirmed VA0.8 systems for 650xxxxxx serials. Not exactly the most reliable amount of statistics, but it's something you could give a try. Also, there is the 050xxxxxx serial, which contains fuck knows which out of the two (maybe even a third one).
