The drives are not region locked. You can freely switch them around between different region machines.
For the serial list, search by hardware generation number 6 to 9, and you'll see the what serials will the machines have with VA6 to 9 motherboards. They make up the majority of model two pal and usa machines though.

If you need a working drive, I have a ton of broken consoles where I can pull one from. The lasers do not work so you'll need to swap in a good unit. Do you have a 64pin drive (ENR-011A)?

I took out the drive and snapped a photo of it. I checked the motherboard while I was in it, it is a VA6 board. It is a 21-pin ribbon cable, the mod install guide I used refers to it as a .0014 board. I am pretty sure that makes it a 32-pin. WOW... seems we're gonna have reached 3 pages before we're done! I can only imagine you guys sort of get off on this kinda stuff (like an accountant balancing the yearly figures?) because I would have definitely caved in and bought another Saturn by now I'm looking forward to a YouTube vid of this machine running after its grand resurrection...

Haha neo, part of me likes the reward of fixing it, part of me is a raging cheapskate...
So it looks like the only solution to this issue is to replace the board, at least that is what I am settling on. At least this gives others some more concrete info on the issue, I plan to keep the busted drive in case somebody ever comes along and finds a solution.
I don't have the means to make a youtube video but I will post final results once I get the replacement drive in it.
Thanks to everybody once again, I posted this on another reputable saturn site (let's just say it ends in boy) and I didn't even get one post of help, so I will definitely be coming back here for future assistance.

Ok, so this Saturn has finally been repaired. I scored another drive off a racketboy member, that appeared to be the only repair option left. Maybe if I can find something about this in those repair manuals that are getting posted soon but I doubt it.
Basically there was something on the drive board preventing the games from booting, it couldn't read the disc signature. I don't know what is failing more specifically than that. I really hope this can be useful to somebody else in the future.
I do have one slight issue remaining with the unit, certain games do not boot (Vampire Savior, Sonic Wings Special, Sonic Jam JPN). I have adjusted the laser strength to considerably higher than where it is when running the other games to no avail. The laser I used is previously used though, so I am just thinking it is a laser issue. I will test this when I get some time but for right now it is nice having the unit closed and running. I will make another thread if I cannot get it running.

Id suspect the drive too, your comment saying it shows one track with a time of 999 etc points to the laser being worn or a faulty mech. Just out of interest when you emulate the saturn some of my copied games i burn them as an image and run virtually, i get that message myself sometimes. Emulator boots goes to the Saturn audio screen and shows that on the track time. Never figured it out yet.
