Model 1 Jpn SS help (detailed) (SOLVED)

so, I figured one day that I was not a true Saturn fan unless I had a import SS, so off to ebay I went. waited it out until I found a usa seller as the shipping from japan (80$ usually) is too much to justify getting another saturn as I already own one.
so after a while I finally found a listing for one, and it was in amazing cosmetic condition! beautiful console! however the seller said it would not read discs, but would power on. I decided to go ahead and jump on it, confident I could fix it. had my fingers crossed for some thing simple like the spindle had fallen a bit, or maybe a loose cable or some thing to that extent. anyway, so I bought it.
so the SS arrives, and im hoping to be like these people in youtube videos that buy non working consoles and take them right out of the package and they actually work. so without opening or cleaning or anything I hook it up and stick in a game to see what happens.
without cleaning or anything I start it up and it goes straight to the time and date screen. (no prob, just replace battery im thinking) but as soon as I start setting time and such the screen flashes green and black a few times, then 'no signal' appears on screen. (another note: I did not note the activity of either red or green light)
I then replace the battery and try again. this time I get screen flashes and no signal immediately. I went to have a quick smoke outside and think about the problem, when I returned I powered on the console again, this time it goes to the time and date like before and again like before it flashes green and black and gives me no signal before I can even set date.
at this point I take the console to my table and I took the top off, then hooked it back up to the tv. I then slid the laser all the way from the spindle and turned it on. the laser moved towards the spindle and bobbed up and down a few times trying to find a cd. I could see the laser also. but again, green and black flashing tv followed by no signal.
I decided to wait a couple minutes and try again with a game in. again I hear the laser motors working, this time it plays the sega intro, but then I get no signal.
after this I completely dismantle the sega Saturn, and I mean completely. I use air duster on the mobo and psu, and I clean all contacts and ribbon cables. I look carefully at capacitors and fuses ect for bulges at the top corrosion residue burn marks ect. I then reseat all cables and reassemble the sega Saturn.
this time hook it back up and I use the AV cord from my other SS, I don't have a second jpn power cord to use, so I use same one. again, the results are the same. this time however I take special note of the lights. after powering on both green and red access light turn on, the green power light stays on, the red flashes seemingly once a second until the tv reads no signal, then it does not light again.
