Okay, so I have a US model 2 Saturn that powers up and I can hear the audio, but it doesn't show any video, just a black screen. It's not a problem with the video cable because both the RF and Composite hookups I have work fine with my model 1. Any idea what the problem might be?

Strip the console down disconnect everything, take out the power supply board and cdrom drive. remove the metal shielding so you can see the motherboard, then make sure there is no dirt on anything, Saturn motherboards don't like dirt. Blow any dust off using a can of compressed air. Put it back together and give it a try.

Okay, I did that. There was quite a bit of dust inside and I cleaned it out the best I could. When I put it back together and tried it, though, now I'm not getting video OR audio, just a black screen. While I didn't notice any rust on the motherboard, there are spots of rust on the metal shielding. I assume that might have something to do with why it's not working.

Small spots of rust on the metal shielding just means that at some point it has been exposed to air moist enough to cause oxidation of the metal. Unless it's really bad it should not have done any damage to the motherboard.
Is it still powering up, does the disc spin etc? Worth double checking you've re-seated all of the cables correctly when reassembling it, especially the ribbon cable for the CD drive.
Regarding the lack of video, could be a dry solder joint somewhere on the mainboard or capacitors gone bad. IC21 encodes the video signal that is used by the composite/RF output, it also relies on a clock signal produced by IC20.

If it had audio before then it is possible that only the video output is bad, in which case recapping can help (and you are looking for faults around the video encoder).
No audio and no video can mean a thousand different errors, no way to diagnose that.
However if the machine was previously giving audio only, and after cleaning it out it refused to, then it is possible that it just got the memory cleaned and it just gets stuck at the date select screen - that part is silent unless you move the cursor.
