Sega Saturn issues

I know that the Sega Saturn has various issues with reading games, but the exact problem I am about to describe I have yet to find anything on.
My system will boot up just fine, show the whole pieces flying and combining into the Saturn logo screen, and then go to the cockpit dashboard with all of the cd playing options.
Now the problem lies when I put a game in.
Right before it goes to load the game it freezes completely. And it does this with both audio cds and games. So I figured for poops and laughs I'd shut it off and try loading it with a game in the console, and it gets all the way to the same dashboard and freezes immediately. So I popped the bad boy open and decided to have a look. That and to try another guide on the internet's advice to adjust the potentiometer on the back of the CD unit 5 degrees anti clockwise, but to no avail as I still had the same issue. So upon that failing I adjusted it 10 degrees clockwise and yet again the same issue, I went almost 15 clockwise and that didn't change anything except making the cd drive run at the speed of light, figuring this wasn't good for my system I decided to go back to the original positioning and then try 10 degrees anticlockwise to which nothing worked except the menu as I found nothing was getting enough juice.
So then someone then suggested to look at the PSU and look for any signs of ballooning or leaking of the capacitors, and nothing looks out of place, and the fuse looks to be in pristine condition, and from what I can see no ribbon cables are torn or loose. Leaving me here with an as of this moment broken Saturn and no other idea as to what to do. Someone please help as even though I am able to use SSF on my pc to play my games it is no where near as satisfying as playing the games on the original system for both quality and nostalgic reasons!
