I recently picked up a NTSC Sega Saturn v2 that seems to be experiencing video issues when using composite video. The language selection and time setup (has a dead battery) screens both display the image fine but once you get to the main menu it starts to flash transparent green bars across the screen. You can still see the underlying image but everything starts flashing with transparent green bars like the output is being interlaced or something. If you insert a disc the SEGA loading screen displays fine but then goes back to flashing transparent green bars across the screen. Again you can still see the underlying image but it flashes transparent green bars on top of that image. The transparent green bars flashing makes the system unplayable. I've ordered a new composite cable off eBay but I don't have my hopes up that it will resolve my issue. I also have the same issue if I connect the system to a HDTV or a old tube TV.
Any ideas what could be causing this issue and how I can attempt to fix it?
