I loathe the battery save system beyond comprehension, and was able to find a PAL cart on Ebay for pretty cheap, but I have a Japanese console. Will it work?

My Japanese memory cart works on my PAL console. So I imagine it would work.

Things like controllers and memory carts are all region-free.
If I am not mistaken, even the VCD expansion cards will work in European and American Saturns.

PAL one is PAL only, JP ones work on JP machines, except for a few of the last ones which also work on Samsungsaturns. The ROM carts and Action Replay is also technically region locked, but their boot code simply includes all relevant regions, so they boot on everything. Region protection was optional on Saturn games - there are a handful of titles which are in fact multi-region compatible by themselves.
