Are there any good Saturn games that play in a similar style to The Legend of Zelda series? I'm talking about adventure games that give you some good head scratching puzzles and dungeons to figure out.
I already know of and own Story of Thor 2, which I enjoyed.
I'm also interested in similar style games for other systems too.

Herc's Adventures, Dark Savior, Shining Wisdom and Magic Knight Rayearth. As for other systems I'm currently playing Blossom Tales which is a DLC game for the Switch and heavily borrows from the Zelda series.

if you like puzzles and terrific dungeons I can say shining the holy ark. but it's far from a zelda-style game.

Herc's Adventures, Shining Wisdom and Magic Knight Rayearth. Pretty much nailed my answers. Hercs and Magic Knight are excellent games, two of the best english translated titles on the system Id say. MKR really has that zelda feel to it. I haven't played Shining Wisdom yet but heard its kind of boring.

Yep, another vote for Herc's Adventures, it's a phenomenal game and I only started playing it properly last year. Huge value for money and it's two player. You may also enjoy Albert Odyssey.

Yeah, Dark Savior and Magic Knight Rayearth are the two that spring immediately to mind (after Legend of Oasis/Story of Thor 2, that is). Dark Savior is much more focused on platforming than puzzles, but there is enough there to apply your brain power to and it's certainly an interesting game in most respects. Magic Knight Rayearth is your classic anime-style action-adventure game.
Omakase Savers fits the bill, but as noted in an earlier thread, I've found it impossible to get to the actual adventuring part of the game without knowing Japanese. If you know some Japanese that might change things.
In Blue Seed there is also a language barrier but it's definitely a surmountable one. The dungeons are loaded with puzzles to solve and monsters you'll want to sneak past, and you get control of a half-dozen characters who each have their own special ability, so there's quite a bit of depth. It uses turn-based card battles instead of the real-time battles common to Zelda-likes, but you didn't say anything about battles so...
And of course, if it's tough puzzles and dungeons you want, you won't find a bigger treasure trove on the Saturn than Tomb Raider. Nuff said.
Virtual Hydlide is often called a Zelda-clone, but there are relatively still few puzzles, mostly just navigating through the dungeons and fighting enemies. It may still fit what you're looking for, though. It has more than its share of detractors due to the low frame rate, but it's moderately fun so long as you save often, and the open world with no guidance gives it a unique feel among Saturn games.
I can't second the recs for Shining Wisdom or Albert Odyssey. Albert Odyssey has little to nothing in the way of puzzles or dungeons; it's just a straight RPG. Shining Wisdom certainly qualifies as a Zelda-like, but there's too much button mashing to wade through for it to be enjoyable.

Found an obscure Japanese game called Linkle Liver Story.

Thanks for the suggestions.
I'm already familiar with Dark Savior, Shining Wisdom, and Magic Knight Rayearth (I thought the latter two were more JRPGs). Love Dark Savior but haven't spent enough time with the others to form an opinion.
Thanks for the Japanese recommendations, martiniii, but I'd prefer to stay with English titles for now.
Hercs Adventures sounds interesting. I'll have to check it out.
Virtual Hylide is an interesting, overly ambitious game that is seriously flawed.

Love Dark Savior but haven't spent enough time with the others to form an opinion. I like to think of Magic Knight Rayearth as a JRPG, but in all honesty the RPG elements are quite light; apart from a handful of story-based power increases, the only things you level up are your HP and MP. And in Shining Wisdom the RPG elements are non-existent.

Not true, in MKR you get escudo upgrades that make your weapons more powerful. As well as more powerful spells and abilities.

How playable are Linkle Liver Story and MKR in Japanese?
I see LLS is grade B in the Japanese playability list, which surprised me.

I bought and played LLS back somewhere between 2009-2011 and managed to finish it in a couple days without a guide. It's pretty straight forward. Finish a part of the game? "Oh look the world map has a new spot open now. I guess I go there." I don't recall if there's any backtracking or not. Anyway, the game did get a translation recently. segasaturngroup.proboards.com/thread/11240/linkle-liver-story-fan-translated?page=1

I would imagine MKR is playable without knowing JPN but there is a lot of text/talking in the game. The cute/weird story is actually part of the fun IMO. Working Designs added the diaries which I enjoyed quite a bit.
