Which one is better?
I'm debating about which one to get. I'm not one for shmups so ill probably only get one and then the other whenever if I enjoy the one I buy.

Sexy Parodius, a great game with lots of replay value. I like all the games in the series, but I reckon it's the best one. *10/10 eye candy rating. *Addictive gameplay. Easy to get into, but does get challenging, highly recommended.

I'd find it very hard to pick from those two:
Forever with Me has a lot more content. It has a PILE of characters to choose from. It also has hidden fairy sub-quests and an arrange mode that changes the enemy formations. For two players it also has a setting that lets you set the percentage of aimed enemy fire for each player (default is 50/50). It also has a unique feature that lets you save your progress in-game using 3 save slots. There are also two score attack modes - one of which is set in a race track layout and keeps best times. Finally the game has a selectable commentary (in Japanese of course) which is amusing. With two players you get 2 commentators.
Sexy has less characters and overall less content - but it does have a new branching level structure. After level 1 each level has a mission. It takes the form of a target number of things to collect OR a number of particular enemies to hit. Depending on whether you fail or succeed at this you will branch off into different levels which definitely helps with replay. Apart from level 1 which is so-so the levels are slightly better in design. Graphically it's probably a bit better too.
Both games are import friendly but Forever With me has a Japanese main menu. Sexy is all in English.
I'd make it my business to get both.

Sexy Parodius has way better graphics, since it was the last arcade Parodius game while chatting Parodius was a SNES port. It also bugged me that some menus in the latter have the SNES 256px graphics stretched out, it looks ugly.
But I haven't played chatting Parodius since, er, forever. So I wouldn't know.
On the other hand, if you managed to do all the missions in Sexy Parodius, the 4th level is a Strip Club to the tune of El Bimbo. I don't care how much content Chatting Parodius has, it can't compete with that.

The music is great, throughout the level you hear the sweet thanks of all the ladies you rescue, and the level is peppered with penguin gags (they are trying to stuff girls into boxes, one gets whipped by a girl and is enjoying it, etc). Did I mention the music is great? And look out for the broken engrish at the start. FRESH GIRL, GOOD SELECTION, MODERATE PRICE. BLOOM OF GIRLHOOD.

Sexy's 1st level is dull as ditchwater though. And it doesn't have that many levels either. The option mode is spartan and the title screen looks unfinished - presentation-wise it feels thrown together.
But - if shooting games aren't your thing, Sexy is probably the one to go for. From level 2 onwards it's excellent. It is a beautifully crafted game.
Forever With Me wasn't an arcade game. It was originally a Super Famicom game which was then updated for Saturn and PS1 which explains the slightly less pleasing graphics - though I'm led to believe they did get some updating for the 32bit upgrades. The menus and character select screens aren't too pretty - but in game it looks and sounds splendid. Graphically it was quite an advanced games on the SNES which did a pretty good graphical job of the earlier games too. Though Sexy looks better.
The fairy hunt subquest was not in the original game - added to the 32bit updates. It's a really nice feature. And there's a 2nd subquest to unlock. Simultaneous 2 player mode was added for the 32bit updates too. They aren't straight ports of the Super Famicom game.

the title screen looks unfinished - presentation-wise it feels thrown together. I have no clue how you came to this conclusion regarding the title screen. It's a part of the intro, and the, well, storyline. You have the Parodius team coming up with this get-rich-and-famous plan of running a problem solving agency. They help out with anything, be it delivering packages, doing TV weather forecasts, or subbing as an extra tile in a puzzle game (I'm guessing Tokimeki Memorial Puzzle Drama). This works and while the crew is working nonstop to rake in fat wads of cash, the octopus dude sleeps on the job and dreams of hot bitches. Then he wakes up as the title card rolls in, hence why you have the Team making angry faces while the Octopus is looking around embarrassed. This also explains the whole mission system and the branching paths in the game. If you complete the missions, you get more valuable (and increasingly more sexy) jobs, like rescuing strippers. If you fail the missions, you get to clean out the rats in an old castle(vania).

I get all that but for some reason it just doesn't feel as polished as the others. Not sure why.
