So before you watch the video:
This ONLY happens with this Saturn (tested several on the same CRTs) This ONLY happens through my CRT TVs (No flicker at all on my 4K, HD LCD and Plasma) It happens every time on the boot screen. It only happens in game on some games (VF2 is the worst offender)
Now I've had similar, but not the same flickering on Saturns where there's a power supply issue, but those would do it regardless what screen they were hooked up to, this is bizzare.
Any ideas?

My guess would be a bad SCART cable, I've seen similar problems for example when using PAL cables on NTSC machines - the rgb enable pin wasn't stable enough and varied its voltage with the screen brightness.
Can you try a composite cable?
If it does that with other cables, then I'd try replacing the caps and all the EMI filters around the AV output.
