lol making the guns blue and pink (outside japan at least) just so the public didnt take it seriously and think they were using real guns that was the excuse bandied about at the time if i remember rightly(possibly to stop people gettin a taste for real guns then going out and buying real guns to shoot men in black suits at local docks, i mean it does happen)

No, not unless like some of the more expensive CRTs it drops down to 50/60Hz depending on the input.
I used to have a Finlux TV that had the option in software to set the refresh rate to anything!

What happened if you tried to watch a 60fps signal at 72Hz? Did it not cause major frame judder?

Yes of course but you could still do it, as I remember it would do anything from 30-120Hz
