I need some help with my model 1 Saturn. The screen is acting strange..........green, green and more green.......I took the consle apart and the caps on the mainboard looks fine. Is this a chip problem?

The caps may have problems even if they don't show, they have a life expectancy of ~20 years, the electrolyte dries up in them. But it could also be a chip problem, a cold solder joint, or if you are just lucky it's merely a bad cable. Hard to tell what is going on from that one screenshot.

Yeah, the palettes in the VDP1 are wrong, but pretty much anything can cause that (and it doesn't help that it's the VDP2 that applies them). I don't know what you can do beyond the standard troubleshooting measures, like recapping and reflowing the solder joints. Perhaps you could try replacing the VDP1 framebuffer and the VDP2 video memory (IC13, IC15, IC16), a wrong chip there could possibly cause the above problem.
