Recently I got NiGHTS(I love it so much ;D), but I lack a memory card, so I have to start from the start every time I play the game. Most NTSC are pretty expensive, while the imports seem to be cheaper, along with the action replays, I'm considering getting both.
I'm just wondering, are memory cards and/or Saturn Action replays region free?

Yes they are region free... but surely the save game should save in your internal memory?
Is your battery dead in your Saturn?
Also, Action Replays cannot save games directly to them through the game. You have to save your game to your Saturn, and then backup to the Action Replay in it's own menu later.

Shortly after I posted this, I realized my battery must've been dead. But I did know I couldn't really save via Action replays, I wanted one to play imports, ya see.

Yup! I use one to play imports too. Just make sure your internal battery is alive and you should be good.

Er... it's a simple battery you can pick up at any Radio Shack. You could get one right now if you could get to a store. Just bring the dead battery with you and compare size.

You can buy them at 7-11 for a $1.00. (Here in Japan anyway)

The best place in the US for batteries is a drug store like Walgreens. They'll have a broad selection at decent prices.
