Did this come out or was it near completion? I remember a rolling demo of it on a saturn power disc but I also remember Movies Games and Videos on ITV having a review of it with the PS1 version.
Any ideas?

There are varying reports, magazines had release dates and some of the SEGA literature that came inside later game boxes advertised it with screenshots.
Even reliable sources differ saying the game was either ready for publishing or as little as 20% complete
There is a demo on the Core demo disc, cant remember wether it was playable or rolling though and my demo discs live too far away to... ah im not gonna lie to ya, im too fecking lazy lol

It definately wasn't playable and I was gutted at the time. I can remember to this day buying the mag on the way to work and being very disappointed in the fact that it was a rolling demo. The weird camera just revolved round and round the action. I remember being excited about what was being hailed as a next gen Streets of Rage.

I'm sure on the movies games and videos clip they had streets of rage characters on the game instead of the fighting force guys but that show was on so long ago my mind maybe playing tricks!

Fighting Force was close to being sent out in review copy form to magazines when Core pulled the plug on its Saturn version, and as for their other project from the same time frame - Ninja - this too was scrapped for a Sega platform and later extensively reworked as a PlayStation exclusive. As usual, why was it always our loss?
