Well when you look at it, the way Backwards compatibility was usually achieved on Sega's consoles was to use the main CPU from the previous console as the Sound control chip in the new one.
SMS CPU - Z80 Genesis CPU - Motorolla 68000 Sound CPU - Z80 Saturn CPU - SH2 Sound CPU - Motorolla 68000
While it wasn't completely compatible with the one in the Genesis, it was still there. So maybe Backwards compatibility was planned but they never made an adapter to go in the cartridge slot for it.

On the run up to the Saturn launch I remember genuine shock from myself and other gamers that there was no MegaCD backward compatibility, I had already sold my MegaCD but kept all my games out of absolute certainty I would be able to play them again when I got my Saturn

I genuinely can't believe they didn't do it, even through an adaptor. But then Sega 1994/95 did seem to have a genuine dislike for the people who bought their consoles
