For me it's Power Drift, the controls are tight and it's really smooth. I don't own this game, but I should.
Outrun is a great port on the Saturn, played this only the other day, its spot on. I'm playing outrun2 & outrun2sp at the moment and the gameplay on the Saturn version, although an earlier game, is just as good.
Street racer just doesn't do it for me, only played this once, quite a while ago, bit of a shambles in my opinion, but what do I know..it might be better than I remember it.

Wow, that hair, that mustache, those sunglasses, "Eat Dirt Bozos." So 80's. That's more Outrun than Outrun was. Now I need to pickup that game.
I voted for Street Racer. The game has serious balance issues. Each racer clearly isn't equal, but the graphics and artstyle is just so beautiful. I really enjoyed this game.

This is a difficult one. Depending on my mood of the day any of the 3 could easily be my best but I'm leaning towards Street Racer as I still have cherished memories of playing this in 4 player mode.

Power Drift is an incredibly impressive feat for a 2D scaler game, one of the most convincing 3D effects done with only 2D sprites I think I've ever seen, but I find it kind of a pain to actually play. Turns can come up very suddenly since it's hard to make things out far in the distance due to how grainy everything is (or sometimes they're not even in view until far too late like when you go down a ramp and then immediately have a hard turn right in front of you), and the constant screen tilting adds to the disorientation. It's a shame, I love the way the game looks but it's graphics are also it's biggest downfall for me.
Haven't played Street Racer, but between Power Drift and Outrun I'd give it to Outrun. I love the branching path and the visuals are a lot less chaotic than Power Drift making the game more playable.
