Hi, I recently bought a JP Saturn and was wondering if I could swap the psu with an EU one, the PCB is identical and both have 5 pin (9v, 5v, 3.3v, G, G). Another question, since they both have the same exact PCB can I had the missing components (and swap the ones that don't match) to the JP psu? Thanks

If the size and pinout matches then you can swap them safely.
I do not recommend exchanging components though, especially if you need to ask about it.

Thanks Yeah, I've done it for 2 of my white Saturns and the launch Grey one too and they all work fine and have done for years I also did the same for both my USA and Japan Dreamcast, but those were a little more tricky due to revision differences over pins (the same goes for the pin on the controller ports)
