I'm thinking about getting one of those hot and sexy grey or white Japanese Saturns, but I might abstain if I can't use an NTSC action replay.

Action replays are region free. I'd recommend keeping your US unit and fitting it with a region free bios; the JP units are yellowing a lot, it is getting harder to find one in its original colours at the right price, plus even if you do, it will eventually start yellowing anyway.

Yeah, I've noticed that too... it's been a long time since I've owned a console like that. I remember with the SNES, can't you just clean the yellow off?

Oh, another quick question. Some of the listings say I need a power transformer. However, I'm also reading that I can plug a standard ntsc power cable in and I'm good to go.
What do I need to do in order to power the Japanese Saturn in the US appropriately?

If you are in the US you are OK re voltage. NTSC Saturns are 110v. It's us in the UK on 240v who need to get a step down transformer for NTSC Saturn.
Also a grey Saturn is a safer bet if you are thinking of getting JP versions of Sega Ages games like Outrun or Space Harrier.....they won't work on some white models.

Space Harrier and Outrun have second revisions which work on later consoles. If I recall right they also had a US release, in that Sega Ages pack? I know Outrun was on it, not sure about Space Harrier. JP consoles are nominally 100V while US ones are 110V, but they use the same power supplies, which are internally rated 80V-130V anyway. You'll only have issues in countries that use 220-240V, which will pop the 110V power supply (it can be repaired if you are handy with a soldering iron). Action replays are region free. Yeah, I've noticed that too... it's been a long time since I've owned a console like that. I remember with the SNES, can't you just clean the yellow off? It's not a residue that can be cleaned, the plastic itself gets discoloured due to a chemical reaction. You can whiten it back with a hydrogen peroxide bath which removes some of the yellowed molecules from the top, but it will just yellow back completely in a year or so. Since hydrogen peroxide fumes are dangerous, and since the effect is temporary, I don't think it's worth it.
