This comes from someone who was a bit of a hardhead over half a decade ago, so the me that has matured since would like to apologize for my transgressions of the past for those who helped me with this way back when. I once again have, from what I have searched so far, another unique error on SSF. I did actually have it working for quite a while since my last post several years ago, but after I updated to the newest Windows, it now displays this error anytime I try to use it. And it puts me in a bit of a jam because I just have no clue how to approach this. If anyone at all can help me, it would be most appreciated. This is the only known link I was able to find covering the wording of this error, albeit with a different number:
bugs.winehq.org/show_bug.cgi?id=21350#c1
I want to say it may have explained the problem correctly, but it went over it in technical talk so specifically that I genuinely have no clue how to follow it. This is still the Saturn emulator I prefer the most with accuracy and the Mesh Translucent option making so many games look better, so I would prefer to use it over the alternatives if still possible. Its naming convention makes it very hard to find information on bugs regarding it, unfortunately.

The link you sent was for Wine, the Windows compatibility layer for Linux. So you're on Windows 11?

Yes, he says he "updated to the newset Windows", but the diagloge box looks like Windows 10 to me, then he posts links to Wine which is a Linux thing, pardon me for reaching out for clarification on that

The link you sent was for Wine, the Windows compatibility layer for Linux. So you're on Windows 11? Windows 11 has the rounded corners. To my knowledge, only 3.1, 95 and 10 used square windows.
But that aside, yes, that is the OS that is experiencing the problems with SSF.

Try using the latest version from the authors GitHub, and see if it works from a new installation (ie. without the config files from your existing setup). Also, do not run it from your Downloads or Temp folder, those are limited in what permissions Windows can use, and this can actually trip up some programs. Beyond that, I dunno what could be the issue... the author has a twitter and he can understand English, so you could try asking him about it there. Yes, he says he "updated to the newset Windows", but the diagloge box looks like Windows 10 to me, then he posts links to Wine which is a Linux thing, pardon me for reaching out for clarification on that He said he is using windows, windows visuals can be changed to use rounded corners or nearly anything really with some hacking, and he said the error was the only reference online he found for the error - the fact that it comes from Wine HQ doesn't mean he is using Linux, just that someone using Wine had that bug too.

No issues here in Windows 11. Delete the ini files for SSF and try again?

My apologies for not properly articulating my OS from the get-go. This would have saved some time on the replies trying to figure out how to assist me. You are correct in that I did read upon that source in simply trying to find any documentation on the error at all. But for all of the answers I have read, thank you. I will try these solutions out at my earliest convenience later today. And will reply again if it succeeds or not.
