Freezing when disc is read

I have a Saturn that freezes as soon as it attempts to read a disc. Doesn't matter what kind of disc it is, game, audio cd, etc. As soon as it reads the screen freezes right there on the main Saturn screen. If there's no disc it will not freeze and recognizes that there's no disc. The disc will spin and the laser moves up and down and I can see through a camera that the laser is activating.
It gets a little weirder then. If it's frozen from attempting to read a disc it needs to be reset cuz it will never unfreeze. But it still sort of works in the background, like if it thinks the tray is open if the disc was still spinning it will stop and then when the tray is closed it will spin up again but nothing changes it will still be frozen the whole time.
It had a region switch installed that someone bungled bad, and unfortunately I didn't know enough then before fixing it to write down which jumpers had been connected. After fixing it to the correct jumpers nothing has changed, doesn't matter which jumpers are connected, same freezing problem. There was one bad capacitor I could find and after replacing it the only thing that changed seemed to be a little better color displaying.
I really don't know where to go from here, I don't normally work on game consoles and I am completely new to a Sega Saturn. Any help at all would be appreciated, if it's shot completely then i have a parts Saturn for sale.
Oh and I replaced the memory battery which has stopped it from asking for the date/time when it's unplugged. And as far as I can tell it is recognizing the system memory blocks when I go into that part of the menu, I did format it through there but that also changed nothing.
