In short, yes, though there are multiple factors to consider:
By itself, the modchip will allow you to boot a CDR of the SAME region game, nothing more.
Region coding in the games can be defeated with. - action replay cart - changing region coding on an ISO and burning that onto a CDR - hardware modification (hard-wired or selectable switches)
PAL/NTSC issues in games (whether they be originals or CDRs) are not solved by any "plug-in"/software solution. Only way to solve this is through hardware modification.
In addition, there are also ways to boot up CDRs without modchips, which involve hot-swapping the CDR with an original game during the bootup sequence (not recommended), and there are a few rare boot-up discs, but these boot-up discs are more for collectors as I understand they fetch pretty high prices.

Thanks, but I meant CD-Rs, as in, a burnt disc with music on it. Would that be any different?
