I need some advice. I can buy this game for 80euro (60dollar). Is this to expensive?..yes or no?
I only have a pal Saturn...These versions are NTSC..I can i play them without a modchip?

Depends are you talking the USA English NTSC, or the Japanese NTSC version? The English version is usually about $60-80 USD I'd say. The Japanese version shouldn't be more then $10 USD.
You won't need a modchip, but you will need an import cartridge

Get the action replay 4 in 1 cart to play imports, it'll also act as a memory cart, RAM expansion and should you need it cheat cart (basically plug it in and never take it out, helps reduce wear and tear on the cart slot).
80 euros seems a little high for the US version of MKR, I've got the Japanese version and even though I know absolutely nothing about Japanese it's still very playable. I suggest buying a Japanese copy first and giving it a go to see if you like the basic gameplay style then buy the US version if you really need to play it in English.

The US version is the last US released game, it is also Working Designs. That combination makes it's price rather steep. I've seen it go as low as $60 and sometimes go as high as $150.

The most reliable source for the action replay is www.consolegoods.co.uk, it is relatively expensive, but no where near as expensive as getting one PAL, one US and one Jap console, and much easier than modding a console.

Though you may need a 50/60 Hz switch for NTSC games.
