Also some sets offer S-Video on SCART, a few of the sets out there actually just offer one Scart that does all, however it requires a chip that can switch the socket between S-Video and RGB/Composite.
Normally you can't send S-Video and RGB through the socket because they use the same pins, so a chip is required to switch the socket to/from S-Video mode.
Also, if the device is only outputing RGB and Sync, when plugged into a Composite or S-Video SCART socket you will only see black with an audio signal, and perhaps some occasional ghosting of what is supposed to be on screen.
