I've had this little idea in the back of my head for awhile now. It basically boils down to me wanting a black Japanese Saturn. So i thought, would it be possible to pick up a regular white Japanese Saturn, remove the shell and put everything in a regular black PAL shell. Now i don't have a Japanese Saturn in possesion atm, only a crapload of PAL's so i can't try this out. But do you peeps think this would work? I mean, they're the same size am i right?

You'd have to be very careful to make sure the internals were placed in exactly the same position as each other. A lot of the models have the same shell, but slightly differently placed PSUs and such.
I'm sure it could be done pretty easily though. Good luck and post some pics!

Of course the other option would be to mod a PAL Saturn to be permanently in Jap/60Hz mode.

The Hi Saturn would be pretty close.
For a while I used to have a White top/US Black Base and vise-versa Black Top/JP White Base. I got tired of it after a year or so.
