hey guys i just realized something pretty interesting. so i was getting ready to open my saturn and first thing i did was pull out my memory expansion cart, i then decided just to give it a try one last time and bang it booted right into the game. i tried a few games and with and with out the cart and as long as the cart is not in when it starts it boots properly. that solves one problem but any idea y thats happening?

Aaaaaaaaaaah that's your problem.
Sell it immediately and never use one again, I'm not even joking.
Basically aside from the boot problem the interact memory carts are one of the many cheap 3rd party carts that have a thicker circuit board than the original Sega carts. The problem with this is that over time, whether you leave it in or put in in and take out each time you use it, they force the pins in the cartridge slot back too far and damage the connector.
Either get yourself and action-replay (one of the newer datel ones) or an official save cart, or quite soon you may find that the cart slot doesn't recognise anything at all.
