what is the deal with roms files that have the mp3 files and then another zip file with tons of bin files and .stb files and others, how can i burn this?

First off, there really is no such thing as a "Saturn rom" cause Saturn games are CDs not ROM chips. (Well other then the Saturn Bios ROM ). Anyway with a Saturn disk image, music tracks are often converted to MP3s in order to save on file size. Of course the Saturn can't read mp3, so they need to be converted back into wavs. Though often, a good burner like Nero will do this for you. the iso/bin is the actual data portion of the image. Typically you just use the image burner of your choice and load the cue sheet. If there isn't one, sega cue maker will do it for you.

the cue lists a iso as track one but there is no iso file. normally i have a mp3/iso but this file is mp3/another zip file. if i extract that zip there are map,pal,stb,scb, bin files but no iso. this is for shinrei jusaishi taroumaru.

It seems that you unpacked the content that is usually in the iso-file. Re-creating an iso of the file should do the trick. I think burners like nero could do that otherwise google helps when typing "create iso"...
