Really wired problem. I Found out that my Victor works with Composite but dont work with RGB You have to mod your JP/NA Saturn to accept a PAL scart iirc. I don't remember the site where I saw the mod. Hopefully someone who remembers or knows the mod will read this. It's not the consoles fault, it's the cables fault. The composite signal is wired to the scart pin that activates RGB, problem is, that signal has different voltage on a jap saturn. That's why so many sites have separate jap rgb cables, I'd guess they use different resistors inside to provide the same 1-3v for the rgb blanking pin on the scart connector. The correct way is to use the +5v pin on the Saturn, that way the cable will work on all saturns.

Trying to figure out what video/audio caps I need to replace on this. Any help is appreciated. Only thing I dont get is why the video AND audio doesn't work. Unless there is caps on this board that handle video and audio.. Also.. are all AV Cables (composite) for the saturn the same for JP, US, PAL? Same pins and everything?

I know JP & NA composite & S-Video are and I believe PAL is as well.
Sorry I can't help you with your caps questions.
Also sorry for my part in the slight derailment.
As far as I know you're breaking some ground here and I'll be following this thread for your results. Good luck!

Check for bulging capacitators or leakage on the motherboard. Also, try booting it with nothing attached, then turn it off, connect one piece, try booting it again, repeat. If the motherboard on its own doesn't show any pictures, theres a good chance that thing is dead. edit: rereading your first post, the flicker at the bootup would mean that the machine is sending SOME kind of signal to the cable, but not enough for there to be picture. I'd try to clean the video connector contacts, and trace back the video connector on the motherboard, see if there are any leaks or broken traces and such. Maybe it's just the mini-din connector not being connected to the motherboard properly, or something like that. If you have a spare RGB or S-Video cable, you may want to try that. It's possible that, though the composite pin does not connect, the s-video or rgb pins may be still working. Maybe i have a good RGB-Cable then and maybe something wrong with my Victor ? If your RGB cable works on one console but doesn't on the other, then its (obviously) the cables fault.
