Ok so I own a pal saturn and I want to do a 60hz mod to the sucker.
Basically, i don't want a switch, I simply want the machine to just run at 60hz from now on, not 50, no options.
The idea is that I'll run US and jap games on the sucker and not PAL any more. It's better option for me since I don't want to use step down converters or have to import foreign consoles.
So is there a way to just make the console run at 60hz? I know there's tutorials for the switches but I'm a bit of a noob in this are although I'm confident with instructions I can do it myself.
thanks in advance!

You could either: Do a switch mod and pretend the switch has no 50Hz position or do a switch mod and just leave off the switch.

i think you're missing what i mean,
i dont want to have a switch in any way or form. I just want the console to run in 60hz. is it possible with just soldering wires at certain parts? Again, I have no idea how this stuff works.

Ok I'm sly surprised no one on the forums knows much? I thought someone on here would at least know something with modding since so many people seem to do it XD

Look at any of the 50/60hz mods online and just solder the 60Hz connection togeather without a switch.

Yes, you certainly can simply wire a single piece of wire to another spot -- exact spots might differ based on what kind of motherboard you have. In either case, it should be real basic case for anyone who has the slightest clue about electronics (or has done some soldering).
The same is true for your console region as well -- if you don't want to run 50Hz at all, then there's no real reason you have your country region set for UK region. You can swap over to either the US or JP region, or set up a switch that swaps between the two 60Hz regions.
..Or you can just pop in your UK model power supply unit into a Japanese or US saturn and pretty much achieve all the above (except for the US/JP country switch).

You just have to have the right motherboard for that mod -- some boards have those SW4 points, some do not.
going back to your original wish, it'd be simple as soldering one end of a wire to point A, and the other end of the same wire to point B in the photos included in the instructions. (At least that's from what I'm seeing, as the two ends not being connected would be the original default state, which would be 50Hz). As a matter of fact, you might not even need a wire as it might be possible to just create a simple solder bridge between the two points.
Though seriously, if you're going to do this, you might as well just add a switch instead of hard-wiring it -- it's super basic mod as-is, and you might as well leave the ability to switch between 50 and 60Hz depending on whether you're playing PAL optimized titles or not.

SW4 is basically an extension lead of JP1/2 on the motherboard.
If you want to permanently switch your saturn from 50 to 60hz (or vica versa), just solder together (or separate) JP1. It's usually on the bottom of the motherboard. That works on every Saturn.
If you decide to add a switch to SW4, watch out, the saturn motherboard is a piece of shit and tearing the soldered cable can very well rip off the solder contacts on the motherboard. So if you can't put the switch to some fixed location, it's not a bad idea to add some kind of connector to SW4. If you have an old PC soundcard lying around, the cd audio connector on those is a good candidate for this role.
