I'd go for a Japanese model over a European one, Console Passion do switchless premodded region free white Japanese Saturns. I think they do PAL ones too if your heart is set on a PAL machine.

Because PAL60 is a nonstandard signal and different from true NTSC, some equipment struggles with the weird sync signal from a PAL60 source. Oh, I was under the impression that the signal was the same using an RGB scart as the colors and things like that are the same regardless of PAL or NTSC source. I've never had any problems on any TVs I've used though, ranging from early-80s sets to my 42" plasma. NTSC Saturns output RGB just fine. In fact there is an extra pin for composite sync on Japanese consoles (not sure about USA models). But you can't use a normal european RGB scart cable on a japanese system without modifying it. So that's kind of a hassle.

TBH The extra pin actually isn't even connected in most SCART cables, they use sync on composite instead. Obtaining a SCART cable for a US/Jap Saturn is as simple as a quick E-bay search. See en.wikipedia.org/wiki/PAL60#Multisystem_PAL_support_and_.22PAL_60.22 for the differences between PAL60 and true NTSC. I've noticed PAL60 causes slight sync problems on a lot of things, resulting in increased dot crawl or other abnormalities particularly on consoles never designed to output PAL60. Usually CRT's do handle it ok yeah, and minor sync problems are the least of your worries when connecting directly to a HDTV
