Flashing power LED in my experience has always denoted a power board problem, strip it out and see if anything is obviously wrong, could be as simple as a dry solder joint somewhere.

In addition to what mick suggested:
I've had that symptom when I was fooling around with some mods and there was a short in some jumper somewhere, so if you have any any type of region/video refresh rate mods done to your system, I'd carefuly check the solder points for those areas to see if anything came loose.
Lastly, I'd disassemble everything - taking apart all the PCBs from the case, make sure there's no loose particicles anywhere rolling around (which may cause a short between some points), and put it back together and see if that makes a difference.

I've had this before when I tried my first region switch years ago and it was as termis suggested there was a short on the board. If you haven't attempted any mods to the board then it is probably a power problem. If you've got a multi meter test the outputs on the PSU, at least you can rule it out.

I changed now the power board and CD-Drive, nothing . Here a small video: No outup signal. Also checked the reset button. edit: Fixed it, was a cable making a short
