In my continuing fight to convince myself that Sega Touring Cars is actually playable, I've been sessioning the JP version.
I don't know if it's the full screen and proper frame rate that's responsible, but it seems to be smoother and possess better handling than its PAL counterpart.
Wishful thinking or fact?

I wouldn't go a far as saying 'proper framerate', but certainly, the full speed offered by 60Hz will increase the handling/response of the vehicles > PAL version.
I find this the same with SEGA Rally too tbh. Not that the PAL version is a slouch or anything. It's great! It's just, the 60Hz version just responds that bit better. I'd never have known or cared had I not got the JP version though...

Just bumping this to see how you feel about the JP version now, after you've had some more time with it?

I honestly found Touring Car a bit more fun than Sega Rally when I played with the 3D controller. Not that Rally is bad or anything, I just liked the more slippery control that Touring Car had.

Also if you play it with the car on screen the frame rate improves as bumper view chugs badly, much like F1 Challenge if you remove the rear view mirror it'll run smoothly.
The first 2 tracks on STC are more than doable, enjoyable even and play really nice on PAL, (Car on screen) just it's no good trying to play it like Sega Rally as you need to set your corner lines up very early and then dig the car in on max lock to hold it's line. Easy when you know how and enjoyable when you get it right as you can feel the car fighting you. As said already it plays much better with the 3D pad and a must really.

The problem with Touring Car compared to Sega Rally is that it requires such minute steering inputs to get round the corners. If you're heavy on the controls (which it's impossible not to be with digital pads) you just career all over the road. STCC is also really good on SSF. Runs at a stable frame rate

PC version is meant to be good but a bit hard to find unless you hit ebay... Never played it but the odd video on Tube of it running looks nice.
