Battery powers memory, but clock still resets every time

I just bought a Japanese Saturn (white/very light gray model) off of Ebay.
I swapped in a new battery straight away when I saw that the clock needed setting every time I switched on. With a new battery installed, my save games remain stored, but I still have to set the clock every time I switch on (unless the Saturn has only been off for a few seconds). The same applies to any menu settings I change, e.g., setting the system language to English. When I turn on, it's back to Japanese again.
I have tried three brand new CR2032 batteries in the system of two different brands. The only thing I haven't tried yet is a better quality (e.g., Sony) battery; I will try this when the ones I've ordered come in the post, but it seems unlikely this will fix it.
The other thing I tried was to clear the memory from the system menu. This didn't help.
From googling I came across three cases like mine with possible solutions, but none of them work for me.
1. One guy fixed it simply with a new battery, which makes me think maybe it just needs a bit more voltage than it is getting from any of the batteries I've tried.
2. Another guy still had the ribbon partly inserted under the battery. When he pulled out the ribbon completely the problem went away. The Japanese model I have has no ribbon and the terminals look clean. (I will try cleaning them with alcohol when I get hold of some. So far I have just rubbed them with a dry Q-tip.)
3. Finally, someone fixed their problem by resetting the memory with the physical button beside the battery. The Japanese model I have has no such button.
Does anyone know what could be causing the problem and what, if anything, I can do to fix it?
