I just received an Action Replay plus in the mail. The problem is that everything works fine except that games that need to save onto the cart doesn't work. The game does not recognize the cart as a memory card. Is this the way its supposed to be or do I have a defective one? Please help any suggestions would be great. Thanks

Unfortunately, that's just how the PAR is. You can transfer saves to and from it via its memory manager, but you can't save to it directly.
You do get used it, but I think my main problem with it at this point is that it doesn't sort your saves in any obvious way, so it can be a pain digging through all your saves to find the one you need.

Thanks I knew there was nothing wrong with the cart. But what if you need to save a game that takes more than internal memory can hold? Thats probably a problem. Thanks again. By the way nice Kramer Avatar

By the way nice Kramer Avatar Developers made an effort to ensure that their games' save files don't take up more room than the Saturn's internal memory can hold. Thus, there are a lot of games which take up 80% to 99% of the Saturn's internal memory, but virtually none which take up more than 100%.

Only game I know of that needs more memory than the system backup has is Dezaemon 2. As that is a build your own shmup kit it isn't exactly a surprise that's the case. Also - that game DOESN'T save high scores for the built in games which is a real shame.
Also - you can save your game for replay in Sega Ages : Fantasy Zone and it is hilariously inefficient at using backup memory. A one or two level play recording creates an enormous replay file. Doubt you get more than 2 or 3 on a backup cart.
But yeah , normal game saves won't be larger than the system memory.
