I recently played through MM1-9 and would rank 8 somewhere in the middle. It's a slower, somewhat more cutesy version of the NES games and the challenge can be lowered quite a lot by collecting screws in the levels which you buy upgrades for in a shop and some of them are pretty overpowered. One nice feature of the game is having special weapon attacks mapped to their own button. Overall I think it's one of the easiest MM games if you play it the right way, though the aforementioned jetboard segments are still pretty difficult (at least the second one is) as are some of the bosses.
The PS1 game has a slightly better control config and better sfx samples, but overall worse sounding music, fewer enemies in the levels, and is lacking the cameo bosses of the Saturn version. There's also some minor graphical differences but probably nothing you'll notice right away without comparing the two.
MMX4, while fun, felt a bit like a step back to me in that the levels are more shallow (lacking in environmental effects and exploration elements, few alternate paths) and standard enemies much easier overall. It was great to play as Zero throughout, though his abilites weren't always well tuned with the level design. I also didn't like how the dialogue took up more game time. Control-wise I liked being able to hold down the dash button while jumping around, but there's also some movement delays here and there which weren't in the prequel.
Both are good games but not among the best in their respective series'.
