To my friends in the UK;
I'm in the United States, which means we have Composite cables to use on our older TVs, which means our video quality sucks.
In the near future, I'll be pursuing some options to get better video quality out of my Saturn. I can buy a Universal RGB SCART cable, that will work with an NTSC Saturn. Our modern televisions don't accept SCART inputs, but from there, I do have the option to get a converter box, that will change that signal from SCART to HDMI.
However, I'm wondering if another converter exists, that will allow me to change that signal from SCART to VGA. This is a signal accepted by PC monitors, and my modern flatscreen TV as well. My numerous eBay and Google searches have come up nil. I can find plenty of boxes that convert VGA to SCART, but none that do the reverse.
If you have a link that leads to such an item, please share! And my thanks in advance!

There are scalers (eg. the CSLUX-1080P), but they usually have problems with the weird not-quite-standard video signals produced by old consoles and computers. This site has a long list of reviews of scalers and video processors specifically with gaming in mind. I believe the current gold standard is still the XRGB-Mini, although it is kind of expensive and hard to get hold of (also note that the input cable supplied with the unit is wired for Japanese SCART, you will need a third-party cable for connecting European SCART cables). On the Shmups forum they will talk about video conversion until you're sick of it.

Really? I think you're reading that wrong, it's quite rare to find such a thing. XRGB2, 2+ and XRGB3 does this. I've owned the XRGB3 for years and love it. Chain it through a ABT scaler (like DVDO Edge) and it's pretty much the ultimate upscaling solution. Be aware that many TVs (the newer ones before VGA was phased out) don't actually have great compatibility on their VGA inputs and won't work with a simple line-doubler like the XRGB series. There's also the Arcadeforge Scaler - arcadeforge.net/Scaler-and-Strike-Devices/cga2vga-Scaler-PCB::13.html Though I'm not a fan.

Ah yes the GBS8200. It's the same board ArcadeForge use in their scaler. Trouble with that is when you feed a PAL signal like the Amiga you have to do a framerate conversion to 60hz so there's always some stutter/judder. Systems that natively output 60hz are much better.
It doesn't properly support 240p either, so interlacing artefacts abound, but doesn't exactly have sophisticated deinterlacing so the results aren't the worst. The results are in line to what most of today's TVs can achieve with a RGB source on their own, but better than what an expensive TV might do with 240p due to the less sophisticated deinterlacer.
2 frames (around 32ms) of input lag too.
But, it is a affordable solution if you can live with its many caveats, it's best used with a scanline generator.

Well i must be lucky. I have had no issues with the images from my Amiga on the VGA LCD screen. Even while playing a game the movement doesn't make any issues for it.

You probably just didn't notice. You cannot evenly divide 50 by 60 so there will always be some duplicated frames/stutter when playing your Amiga (unless you have an NTSC Amiga of course).
