So I trying to get some clarification on the RGB out.
Do all saturn versions have the same video pin out configuration (I have a grey Japanese Saturn)?
I have have a SCART cable, which is supposed to be US NTSC, how do I verify I have the right one?
To use a light gun I have to use a CRT monitor (TV/VGA) but this there can be no upscaling used? So for example is I use a upscaler that output 480p to a VGA CRT monitor. Information on this I have found online is somewhat contradictory.

NTSC Saturns output composite sync on pin 1, while PAL machines output +12 volts on the same pin, that's why you should never connect a csync SCART cable to a PAL console.
To use lightguns on the Saturn you need a CRT TV, you can't use a VGA monitor. Dreamcast light guns work on VGA monitors though, but only CRT monitors.

Okay, I'll double check that!
I have put together a sync separator that I have yet to try. If a VGA monitor supports 15khz and lower resolutions it should work. Since CRTs are pretty rare, let alone ones that take SCART or even BNC connectors I've been looking to possible alternatives.
It looks like a Atari st, apple IIgs or an analog Amiga monitor should work with the Saturn. There are some LCDs that in theory can work at 15kHz, but I am not sure if they can do the resolution. I am not sure about CRTs though, perhaps a CRT that has undocumented 15k support, although I was under the impression that many CRT monitors dropped 15k support very quickly. Like the NEC Multisync 2 had it but not the 2A. I have two upscalers, a simple scart to component but it only works with my old LCD projection TV and an Extron. The extron unit is considerable fancy as I pick it up from a PC recycler. I have a lot of fancy resolution option but have tried it with my Saturn.
I also have one of the straight though SCART to component adapter. There was a nice looking 4:3 SD Sanyo TV at thrift store recently for 7 USD. The only inputs where RF and component however and I didn't want to take home a CRT not knowing if it would work.

VGA monitors rarely support 15khz, that's correct. Amiga/Atari and Apple montiors on the other hand are designed for 15khz output so yes they will work.
The Extron scalers aren't well known for their 240p handling.
Finding a SCART to Component transcoder (which may be what you mean by straight though SCART to component adapter) is the easiest way to high quality retro console output on common CRT televisions in the US.

I bought this RGB Scart cable. According to the seller this one should work on the NTSC-J Saturn and output the same signal as it comes out of PAL Saturn to be used with the RGB->HDMI converter which expects the RGB signal from PAL Saturn, not RGB-J21 from Japanese Saturn. Will work fine, though thefoo.83 is regarded as selling the best quality Saturn SCART cables on eBay.

I ended up picking up a Sony 13" BVM, this looks substantially better than SVHS even when ran though a upscaler to 640x480 on a multisync CRT.

[update] It works brilliantly! on my Dell PC Monitor via its HDMI input 702p@60hz looks gorgeous. Had blast playing Metal Slug, G Vector, Hyper Dual, Thunder Force V to name a few with my region/freq mod Japanese white M2 Saturn with the blue 4MB RAM cart... I do have SONY PVM monitor but Dell PC Monitor is more convenient as not only it supports HDMI input also has Component, Composite as well as VGA so I can play Dreamcast as well as Xbox/PS2/GabeCube.
