Is there any difference in speed between Japan SS modem and US modem like there is with Dreamcast modems(NTSC = 56k, PAL = 33k)?

Also the Japanese modems are all useless due to them needing to dial into a specific server that of course no longer exists.
The US NetLink is still usable for gaming unless you have a digital phone line.

Also the Japanese modems are all useless due to them needing to dial into a specific server that of course no longer exists. Because they used the Sega Media Card to access as well. Still there were unofficial Victor RN-M141 Modem Victor trialed bundled with their V-Saturn for monthly ISP subscription. Yet to find whether this modem (it did not have the slot for Sega Media Card coz it came out before Sega launched its Sega Modem) worked same way as US NetLink modem. From time wise it's more than likely it's similar to NetLink modem.
