when i play my saturn on av1 (scart 1) which is RGB, the picture slightly jumps but when i use av2 (scart 2) which i think is composite due to the poor picture compared to RGB it works fine no picture jumping, what could be the problem ? can't be the scart leads because i tried both & still get the same problem, my tv toshiba regza LCD

It's more that HDTV's don't like Saturns. You could try a sync cleaner if you're handy with soldering but best and cheapest bet is to find yourself a nice CRT, picture quality will be much better there too.

Something like an XRGB Mini would yes, if you have the budget for it, though you would be better off with a 60hz console.

I wouldn't bother with those cheap converters, they're rarely any better than what the TV does on its own. Remember he's American where their TVs don't have SCART sockets so that converter is going to be an improvement for him but not so much for us Europeans where our tellys all have SCART anyway.
Every £50 you waste on a cheapy converter like that is £50 you could have put towards an XRGB.

Well I was referring to the XRGB Mini in particular with that (as in, if you're going to get one you would be better off with a 60hz console) but, 99% of games run better in 60hz anyway. You don't want to be playing Saturn games in PAL if you can help it.
