Was never much for 2D games back when I originally owned the Saturn (apart from Bomberman), I bought the Saturn purely to experience the 3D future of gaming.
Anyway, here’s what I think are the best looking 3D games in each category, would you agree?
Adventure/RPG - Panzer Dragoon Saga Action - Burning Rangers Platform - NiGHTS: into Dreams / Sonic Jam (World) Fighting - Last Bronx Racing - Sega Rally / Sonic R FPS - Quake Light gun - Virtua Cop 2 Sports - Athlete Kings

For all out Graphics and games that make the best and full use of Saturn hardware, I would say nothing can touch Grandia, Decatthlete or Radiant Silvergun The Penta boss made my eyes pop out when 1st played it.
Burning Rangers must be pushing the Saturn to the limit. I loved how the game even had proper physics for the sparks/particles and how they would bounce around on the floor.
Athlete Kings/ Decathlete has a very clean look. The images are simplistic but they are very pleasing to my eye at least.
Virtua Cop 1 & 2 - for the same reasons. That older simpler look with less texturing ages well.
Radiant Silvergun still holds up - I prefer the original look to the higher def polish the modern ports got.
Virtua Fighter 2 still has to take credit for its pleasing look even though I dislike the game and its genre. Haven't played it but footage of Last Bronx looks extremely impressive.
I was surprised how well the Sonic World section in Sonic Jam looked when I went back to it. Looked pretty good. Sonic R has a polished look at well.
It get so little credit. I really think Die Hard Arcade is one of the best looking Saturn games. Super solid 3D graphics with no break up and some of the best texture mapping in any Saturn or PS game for that matter
I actually think Victory Boxing doesn't get enough credit for just how great it looks. I'll also add Keriotosse, Grandia, Ninepen Manmaru, Elan Doree, Winter Heat and Dead or Alive to that list. I always thought the 3D sections in Enemy Zero blend incredibly well with the FMV sequences.

Have to say Layered Section 2 has amazing graphics on the Saturn with some of the best use of Polygons on the system. Just a shame about the horrible mesh effects

Fully agree, it seems to be doing the most out of all Saturn games when it comes to pushing every 3D capability.
It’s a shame it took until 1998 to get there, I always wonder how differently thing would have gone if the Sega Graphics Library had been developed earlier.

Not sure but to be fair the SGL tools were given to developers in early 1995 .
I also have to say that while the frame rate is poor SEGA Touring Car is pushing a ton of polygons and getting little help from the VDP2 its really impressive at times.,

Which makes you wonder why the didn’t just remove a lot of the geometry.
The game runs quite smoothly during qualifying with no other cars on track where as it falls apart during the Brick Wall Town stage, largely in part due to all the buildings being rendered.
Dead or Alive should get a mention, Saturn port is imo better looking than VF2 as there is no texture warping and the 3D is pretty solid 60fps all round.
daytona USA championship circuit edition has some decent 3D too alas the gameplay is not quite the same.

That's a could call because Daytona USA CE is pure Saturn VDP 1 polygon grunt and no using the VDP2 to help out (other than the bonnet view)
