The JP version is better, but not enough to wannrant spending the money on unless you're a collector.
Every version of Doom on the Saturn is dire.

This arrived today and I've played through the first few levels of Doom and Doom II.
I noticed the improved frame rate straight away even though it's still not great. It runs a bit smoother with less drops in fps. The only major drops are in big open areas. With the more consistent fps it's easier to navigate the levels and to shoot multiple enemies from a distance.
Apart from that it's the same game. There seemed to be more graphical bugs in this version but nothing really distracting.
Overall it was worth the money I paid for it. The upgrade over the US/PAL version is small but for people that have played those versions a lot, they'll notice quite a difference with the JP version.
Also, the JP version has some awesome artwork!

Old thread, but Digital Foundry posted a video about every version of Doom today andi ts technical analysis proves the claim the Japanese Doom is "better" is objectively false www.youtube.com/watch?v=784MUbDoLjQ#t=25m42s

As a huge fan of DOOM, I really want to try this port out. I'm well aware of how shit it's supposed to be but I haven't played this version since the 90's, curious to try it again for myself.
