I'm going to say Shining Force 3. When you summon a monster to attack your foe the models look fantastic.

I'm not overly keen on the game itself but Sonic R is one of the most beautiful looking games on the Saturn, a great technical achievement (and one that makes even PSX fanboys go wow!). Other games with great GFX that I think looked great were VF2, Sega Rally (it looks a little rough but it's so damn fast and the graphics are huuuge compared to most of the racers at the time), Burning Rangers, Cotton 2/Boomerang, Dead or Alive, SFA 1/2, Shining Force 3, Athlete Kings/Decathalon, Panzer Dragoon 1/2/Saga and Virtua Cop 1/2.
There's plenty of others that look fantastic but in my opinion the above showed that in less lazy hands the Saturn was a real powerhouse that could hold it's own against the PSX and N64 in terms of 3D. It definitely kicked ass over the both of them 2D wise.

However the best looking 3D Saturn game I'd say is probably Sonic R, it certainly had the most solid looking rendering out of any of them I'd say... Burning Rangers used lots of transparencies although overall I'd say that actual game itself wasn't that good looking... it had some seriously uninteresting textures :/
2D, Power Drift... goddamn that game looks good.

Dinosaur Island. It's not a game, but rather a choose your own adventure children's story book kinda thing. (Involving a school that teaches their students how to control dinosaurs with music) It plays like a fully animated anime, but without a single FMV video in the entire thing. No need for a RAM cart. All sprites. I could mistake some parts for actual anime. Since it's all sprites, the quality is friggin' awesome (looks almost as good as DVD) with over an hour of footage WITH multiple paths on one CD, and it doesn't even use up the whole disc! Filled with voice acting and music throughout the entire thing. Absolutely amazing! Japan only release. On top of that, even though it's in Japanese, some parts made me laugh pretty loud despite the fact that I couldn't understand what was going on. You guys should check it out, even if you're not into the theme of the story or the overall happy happy joy joyness of it. Just seeing the Saturn pull off 2D this wonderfully with little to no loading times throughout 95% of the story really demonstrates what the Saturn really can do in the right hands.

Nights was beautiful, still looks good today. Last Bronx I think looked wonderful. High res, really pushed the hardware, shame it wasn't better to play.

Sonic R and Dead or Alive hold up very well today. Especially if you can unlock emerald road as for Dead or Alive the 3D engine is much more solid than VF2's
For 2D games. that would probably be between Princess Crown, Cotton 2, Darkstalkers Revenge or Marvel vs Street Fighter for sheer wow graphics.

Its cool that was really the main aim of youtube was to inform ppl about saturn gaming where there was really not much info around.... and a lot of bashing on saturn games which basically put many saturn owners off (who knew very little about the hidden gems)... were from playstation owners .. you know the insecure type... >.>

Even if technically inferior, I believe Burning Rangers, Nights and the likes hold up well to the games of today. Graphics are more than the number of polygons, and the kind of atmosphere and interest held in those Saturn gems are just as good as the best nowadays. It's an odd thought, but I think the low level of detail in these games somehow enables the brain to interpret the sight as an unfullfilled picture, requiring fantasy to fill the empty spots and thus creating a sense of emotion. The games of today are so graphically convincing that they are easily swollen whole, without this personilasation process. Attempts to counteract seem to end up in the same comic-book-like-graphics genre.
While I'm at it, 2D games are where the Saturn really shines. Even if coming from a session of Halo 3 (at a friend, of course...), Cotton 2 will still make me amazed!
Now, what was the topic? Best looking game? If I were to stare at a screen for the rest of my life, Radiant Silvergun would be in the console!

If you look at a drawing, or a low poly model. Your brain goes "That's a cartoon" and the rest of the Visual Cortex doesn't kick in. However if you look at a photo-real graphic the visual cortex goes "That's a photo" however if it's not animated like a real person... well this is where the problems start to occur.
Your brain has trouble distinguishing between whether it's a drawing or real, and the result is just this uneasy feeling of "What the fuck am I looking at"
In order to trick the brain into believing what it is seeing, it has to be animated accuratly, even if it's not modeled 100% correctly.
Look at the facial expressions of the characters in Shenmue, for example. They are HORRIBLE. The only sense you get in your brain when you see them is "Eeew". However, if you look at expressions from say, Golem in LOTR, it doesn't happen - because the animators did an exceptional job with the facial expression.

Half-Life 2 has some great facial animation...Another problem with Shenmue's facial animation is it's hidious voice over work that goes with it{great game though}... I'm thinking but I can't think of any games that are better then the ones already mentioned...Those being {I'm going 3d, because we know there is no end to the 2d greatness} Dead or Alive... Enemy Zero...Those stand out in my mind. Or Duke Nukem/PowerSlave.
