Hi guys, just wanted to say that I'll try to complete the list sometime in the future. For now I just made a small update related to what zyrobs pointed out about Digital Pinball. Also, Doukoku Soshite was recently re-released for PS4 and Vita.
Regarding Panzer Dragoon - it was already marked as re-released, both as a standalone game for PS2 and as an unlockable in PDO).

Might be note worthy that Sega Ages Vol.1 is not entirely an eu/us exclusive, the three games on it were all released in Japan. But those were separate releases - the Vol.1 compilation is EU/US only.
The Japanese Sega Ages Vol 1 and Vol 2 "Memorial Selection" instead collected much older, 1980-era games.

It may be considered arbitrary, but the compilation itself is exclusive and that's what counts in my book - no single release in Japan matches Sega Ages Vol. 1 (might deserve a footnote though). But it got me thinking about, for example, Daytona USA CCE Netlink Edition and whether or not it should count as an US exclusive. Stuff like that can be ironed out later though, I should finish the list first

I updated the list for the last couple of days, I'd say it's about halfway complete at this point. One observation - the amount of Saturn exclusives, now that I comb through the Japanese releases, is much higher than I thought.

I would honestly, perhaps, include Daytona Netlink, Sega Rally Netlink and Virtua On Netlink as US exclusives. They included a pretty large new mode, online play. Although in that case youd have to include Saturn Bomberman. Maybe just 1 line for Netlink Games
Honestly Dragon Force is sort of considered a later/re-release and a US/JPN exclusive. I think the US version was released more than a year before the PAL one. It was a Working Designs title which usually didn't make it to Europe, however WD made a trade with Sega of Europe for their Sega Ages Vol 1... so technically even Sega ages Vol 1 was a PAL exclusive overall with a later re-release for US? It was a fun story that Vic told me last year (WD president). Sega Ages is a nice set but Id say you PAL guys got a good deal getting Dragon Force in return.
As much as I hate to admit it, Game.com does count as a "legit" handheld console. So those do and don't count at the same time. However Panzer Dragoon was released on the Tiger R-zone (as well as Virtua Cop and some others). The R-zone is the closest line you can draw between a "system" and LCD game since it had individual carts sold separately. I again have to admit I owned both of these as a kid and was actually super excited about the Game.com (for duke nukem)

You know its odd after SOA localized almost everything for the genesis, so little hardware for the Saturn was brought over. I found one site with a list of Japanese Saturn games, but I think its incomplete. There's a Japanese saturn game, I remember quite well except for the name. Is it alright if I ask where in the forums it'd be appropriate to ask for help identifying it?

The game I’m thinking of is a Japan only game with 3D graphics similar to Saturn Bomberman fight and super deformed anime character models. The main objective of the game was a four player fighting/arena where the goal was a ring out. In general, the main attack was kicking to push back your opponent off the ring, kicking was done with one button and there were no combos.
There were other hazards in the game such as volleyballs you kicked like a soccerball into opponents and stage specific materials to use like swings to knock opponents back.
There were a large list of playable characters(all wacky anime character types), many of which were unlock able by getting farther in the main game. Many of which had special abilities like throwing downed characters or temporary growing huge allowing them to easily knock back opponents(this ability was overpowered).
The final boss was a dragon, done in a more fantasy style compared to the super deformed anime style of the other characters. The Dragon was fought by kicking the ball at it and the final battle was surprisingly difficult.
