Of those I'd vouch most for Metal Slug, Silhouette Mirage (not necessarily a "true" run 'n gun, but another great game by Treasure), Elevator Action Returns (which I've come around on since then), and Wolf Fang (forced scrolling, so not quite traditional).

RAM carts aren't game specific. There are a couple of games that use ROM carts which are game specific (King of Fighters '95 and Ultraman), but your 4MB cart will work with any game that needs a 4MB cart.
The 4MB cart will also generally work for games that need a 1MB RAM cart, but there are exceptions that result in corrupted graphics (Samurai Shodown 3, King of Fighters '96 and Real Bout Fatal Fury).

MK2 is a crap port. It looks great, but everything else is off-kilter (remixed music, botched gameplay, missing voice samples, etc.). The PS1 version is based on it, but with better music and more voice samples. Unfortunately, there really just wasn't a good near-arcade-perfect port of MK2 on consoles, despite how massively popular it was and having fully capable hardware to port it to.
Ultimate MK3 is a relatively decent port, although it's basically just a port of PS1 MK3 with the updated content added to it. What this means is that a lot of gameplay tweaks and re-balancing from UMK3 arcade didn't make it to the Saturn port, although the average person won't notice this. This is by far the best non-emulation console port of the game.
MK Trilogy is a simple port of the PS1 version. I think it's more than worth playing, but there's absolutely no reason to get it over the PS version (especially the Greatest Hits version which had bugfixes and tweaks).
MK1 CD is quite a bit improved over the Genesis/MD version (more voice samples, more frames of animation, more background detail, and the original arcade soundtrack-- although a number of tracks are missing and what's there is often misplaced). It's still a weak representation of the arcade game graphically, but overall this is the best non-emulation console port of the game. You can also burn a copy of the game since the Sega CD hardware has no copy protection.
If I were you and didn't want play the games on MAME, I'd probably just get the MK Arcade Kollection (I have no idea if it's playable on the PS4; it was originally released for PS3, 360 and PC). It has its own issues (mostly sound glitches), but you're at least getting the original arcade versions (in emulated form).

I have (or had) a Mad Catz light-gun that came with something like that (if not exactly that). It was made to support both the Saturn and the Playstation, so there would've been another one of those adapters with a PS1 connector.
My memory's admittedly not 100% on this, but I definitely remember that thing and I can't imagine anything else from my collection it would've belonged to.

The overwhelming majority of games that make use of either RAM cart, including the ones you mention, require it and won't run without it. I can't think of any games that use the entire capacity of a 4MB cart but don't require it. A very small handful of games can use the 1MB cart (usually the 4MB cart will work as well) to display extra graphics but don't require it to run (Cotton 2 and Marvel Super Heroes are the only ones I can think of). They aren't great, they suffer from shuddering quite a bit, but I'd still go for that over composite cables. Still treating 240p as 480i?

I just want to point out that PAL Saturns don't have C-sync on their pinout, so the decision has pretty much already been made for you.

PAL games that aren't optimized should be fine, but the main thing to watch out for would be the games that are optimized for 50 Hz, since they'll run too fast at 60 Hz. The small handful of game ISOs I have that are labeled as PAL (Keio Flying Squadron 2, Mega Man X3, Shinobi X, etc.) have worked without issue on my US Saturn. That said, games are still region locked, so you will need something like an Action Replay cart to get around that (any Saturn owner should have one of those anyway). A-Life is the artificial life system. You can interact with the Nightopians (little flying cone-headed creatures), affect their mood (which in turn affects the tone of the music), mate them, hatch their eggs and so forth. If I recall correctly, pressing X+Y+Z while paused gives you the Nightopians' current status. It's essentially the precursor to the Chao Garden in Sonic Adventure.
Personally, I've never really bothered with it. Aside from the fact that they're ugly little assholes with a death-wish, you can only interact with them during normal gameplay (as opposed to Sonic Adventure), which obviously means that you need to compromise your run to make them happy.

It didn't do much for me at first but it's grown on me quite a bit since. The true joy in the game is triggering ridiculous chain reactions that wreak all sorts of havoc.

If I'm understanding your complaints, I don't think you're really going to like the picture from a scaler any better. Those 'jagged circles' are only going to look more jagged (i.e. the pixels will be sharper). If you really think the picture looks better in composite, you want a softer picture, not a sharper one. People use RGB and buy expensive upscalers because they think composite looks like runny dog shit.

I've burned a number of Darkwater images, using ImgBurn no less, and they've all played fine in a real Saturn as far as I can recall. Like dra6ko82, though, I stick to Taiyo Yuden for that kind of stuff.

My question is will I get those screen lags that a few people seem to talk about? In all likelihood, yep. Most of these devices (i.e. essentially everything that isn't built as a specialty device for retro gamers) aren't 240p-aware, so they'll de-interlace the image in such a way that the result is at least a couple of frames behind. It's also possible that if you're already used to playing old consoles on an HDTV, you won't really notice a difference in the delay (most HDTVs treat a 240p signal in a similar way). Personally, I'd say if you're already resigned to buying a new cable and a converter box, you might as well just go the SCART RGB route, but if that's your choice, that's your choice. If less lag is a virtue above all others, however, and you don't want to keep around a CRT for gaming, you're going to be spending some money for sure either way.

Finally, another stupid suggestion - could the newer upscaler be purposed for upscaling Japanese SCART rather than EuroSCART? This made something occur to me: maybe it's a sync issue. If the upscaler you have only takes raw sync/C-sync (instead of using composite video as sync), and you have a PAL Saturn, which if I recall correctly doesn't output C-sync, that could be why you don't get a picture. Cables that use composite video as sync are usually more commonly found, but the MD can use C-sync pretty much no matter what region or console variation you have (SMS may be similar). On the flip side, if your upscaler for some reason doesn't support C-sync but you have an NTSC Saturn with a C-sync cable, then that could also be it. This is all based on the assumption that your cables are RGB and not just using SCART to transport composite or whatever.
